Move your entire Sims 3 folder out of Documents\Electronic Arts and onto your desktop, open the launcher to create a clean folder, and download and install one store item. Check in-game to make sure it's still installed.
A few of the downloads are broken, thoughlike the Career Bundle Set. I had to remove it from my game because my Launcher wouldn't work. I recommend Blam's EA Store Content and Premium Sims on Blogspot. They tend to have fewer issues and you can install as packages.
When you first click on TS3 in the EA App, you get a screen with two buttons near the top: "Overview" and "Add-ons."
